SOCIAL BONUS FOR THE SUPPLY OF ELECTRICITY

The so-called “electric social bonus” has been active since 2009, ie a discount applied to the bill for the supply of electricity. This bonus was introduced by the Government with the aim of supporting large families and those in conditions of economic and / or physical hardship, guaranteeing them savings on their annual energy expenditure. The electric social bonus, depending on the specific case, can be recognized for:

  • Economic hardship;
  • Physical discomfort: in case of serious health conditions.

Social bonus, what changes from 2021?

As established by the decree law 26 October 2019 n. 124, converted with amendments by law 19 December 2019, n. 157, from 1 January 2021 the social bonus for economic hardship will be automatically recognized to citizens / families who are entitled to it, without having to submit an application.

On the other hand, the bonus for physical discomfort will not be automatically paid for the moment.

Therefore, from 1 January 2021 nothing changes for the methods of accessing this bonus: subjects who are in serious health conditions and who use electro-medical equipment for their survival must continue to apply for it to the authorized Municipalities or CAFs.

Each family unit is entitled to only one bonus per type – electricity, gas, water – per year of competence.

Who is entitled to the social bonus for economic hardship?

All domestic customers, holders of an electricity supply contract, can access this bonus, and:

  1. belonging to a family unit with an ISEE indicator not exceeding 8,265 euros,
  2. belonging to a family unit with at least 4 dependent children (large family) and an ISEE indicator not exceeding 20,000 euros, or
  3. belonging to a family unit holding a Citizenship Income or Citizenship Pension.

How much is the bonus for economic hardship?

The value of the bonus depends on the number of members of the registry family and is updated annually by the Authority.

Who is entitled to the bonus for physical discomfort?

All customers who have a contract for the supply of electricity for domestic use, suffering from serious illness or customers with whom a person suffering from serious illness lives, who are forced to use electro-medical equipment necessary to keep them alive can obtain the bonus.

Can the bonus for physical discomfort be combined with that for economic discomfort?

The bonus for physical hardship can be combined with that for economic hardship (electricity or gas) if the respective eligibility requirements are met.

How can I apply for the economic hardship bonus?

From 1 January 2021, interested parties will no longer have to submit an application to obtain the bonus for economic hardship at the Municipalities or CAF. It will be sufficient that every year, starting from 2021, the citizen / family unit presents the Single Substitute Declaration (DSU) to obtain the ISEE certificate useful for the different subsidized social benefits.
If the family unit falls within one of the three conditions of economic hardship that give the right to the bonus, INPS will send its data (in compliance with the privacy legislation and the provisions that the Authority is defining on the matter, automatic recognition of social bonuses for economic hardship) to the SII, which will cross-reference the data received with those relating to electricity supplies, allowing the bonus to be automatically paid to those entitled to it.

The so-called “gas social bonus” has been active since 2009, ie a discount on the bill, introduced by the Government and made operational by the Authority with the collaboration of the Municipalities, to ensure savings on energy expenditure for families in conditions of economic hardship. and to large families.

Social bonus, what changes from 2021?

As established by the decree law 26 October 2019 n. 124, converted with amendments by law 19 December 2019, n. 157, from 1 January 2021 the social bonus for economic hardship will be automatically recognized to citizens / families who are entitled to it, without having to submit an application.
Each family unit is entitled to only one bonus per type – electricity, gas, water – per year of competence.

Who is entitled to the bonus for economic hardship?

All domestic customers holding a natural gas supply contract belonging to:
a) to a family unit with an ISEE indicator not exceeding € 8,265;
b) to a family unit with at least 4 dependent children and an ISEE indicator not exceeding 20,000 euros;
c) to a family unit holding a Citizenship Income or Citizenship Pension;
d) with gas meter of class not higher than G6 (the meter class is linked to the quantity of gas that can be transported to a supply point and distinguishes domestic users from industrial or commercial ones. This parameter is verified by the distributor).

How much is the bonus for economic hardship?

The amounts envisaged are differentiated with respect to the category of use associated with the gas supply, the climatic zone to which the supply point belongs and the number of members of the registry family (persons linked by ties of marriage, kinship, affinity, adoption, from emotional ties, cohabitants and having the same residence).

How can I apply for the economic hardship bonus?
